The Center for Municipal Solutions (CMS)
Municipal Telecommunication Consultants
(Comi Telecommunications Services and Monroe Telecom Associates)
WHO WE ARE
We are The Center for Municipal Solutions, headquartered in Wake Forest, NC and Delmar, NY. We team with, represent and assist local governments in their efforts to regulate communications towers and wireless facilities.
EXPERIENCE
We are the oldest, most experienced & largest public sector organization of our kind in the nation, representing more than
700 communities in 33 states.
In our 15 years in business CMS has reviewed and made recommendations on more than 3,000 applications and has never had a recommendation successfully challenged.
WHAT WE DO
(FOR NO COST TO THE COMMUNITY . . . EVER)
We review wireless applications and make written recommendations as regards what should be approved or not approved, why it should or should not be approved and attend all meetings and hearings.
We enable communities to make truly informed decisions based on knowing all their options and rights.
We provide, and if desired, will administer, our model ordinance and customize it for each community. This ordinance is generally considered to be the preeminent one of its kind in the nation and we are told has been used by more than 2,000 communities in one form or another.
As importantly as anything, we also ensure that safety standards are met and that towers and wireless facilities are actually built as designed and permitted.
We shorten the time as regards the permitting process in order to get the service up and operating.
Where permissible under State law, we help local officials actually require the use of County or Municipal owned property to open opportunities for new and increased revenue
We provide expert witness services for litigation at the federal or state level.
ACCOMPLISHMENTS
We have obtained literally tens of millions of dollars for communities by negotiating leases for the private use of public property, water tanks and co-locating antennas on public buildings. We've never failed to achieve a dollar amount that was significantly more than was offered and in many cases two or three times the offered amount.
We always focus on striking a balance between the needs of the community and those of the carrier, creating win-win situations. This helps protect the nature and character of communities by enabling the communities to
require that towers and wireless facilities have the least possible visual impact.
We have reviewed more than 3,000 applications.
